    Functions of DMCs

    The district branches of the Directorate, referred to as DMCs(MSME & Small Business Development Offices (DMCs), perform the following activities:

    • The DMCs will double up as MSME facilitation & advisory offices, providing technical expertise to MSME industrial units, besides facilitating statutory clearances from government departments
    • In all the districts, MDOs shall provide facilitation support to MSMEs & small-businesses at district-level
    • Overseeing Implementation and regular monitoring of Central and Stat Government schemes related to cluster development, technology upgradation and infrastructure development
    • Spearhead promotion of GoI/GoH schemes (such as PMEGP, UAM, MUDRA, SAKSHAM, HUM etc.) pertaining to entrepreneurship in districts
    • Support the Directorate in designing a roadmap for various interventions in identified clusters
    • Facilitate transition of enterprises from the unorganized sector to the mainstream
    • Coordinate actively with respective DC office for speedy execution of schemes & grievance redressal
    • Actively engage with all BMOs and trade bodies at the district level. Represent their concerns to the Directorate
    • Maintain a directory of district level MSME/traders associations and Business Development Services Providers (BDSPs)
    • Lead the conduct of surveys of MSMEs for matters pertaining to EoDB and to regularly update data related to district level MSME production/turnover/investment/employment of enterprises
    • Provide monthly reports to HQ on the activities and outcomes of the district office
    • The MDOs shall comprise of executives (IEOs and contractual staff) who would perform the following activities
      • Business Facilitation & Advisory Services
        • Some of the activities that shall be performed by business facilitation executives include engaging with local Industries BMOs, banks/FIs, technical & research institutions
        • Responsible for handholding MSMEs & small businesses and providing need-based facilitation support for obtaining benefits under centre/state schemes; coordination with HQ/other departments
        • Provide on-ground advisory services at district level on creating MSME marketing linkages by participating in various central/state government interventions
        • Advise MSMEs & small businesses on various product-related and other marketing strategies
      • Financial Services & Credit Facilitation
        • Provide guidance to applicants on availability of schemes of Central /State Government/ SIDBI / commercial banks/NBFIs
        • Assist MSMEs & small businesses in collection of required information to file application based on the unit’s requirements, besides other activities
        • Engagement with banks/FIs/NBFCs at the district level and provide loan syndication services to MSMEs & small businesses
